The Federal Government said it has licensed 173 centres and 30 state government institutions to conduct the enrollment of the National Identity Number (NIN) across the country.
A statement by the Head Corporate Commission of National Identity Management Commission (NIMC), Kayode Adegoke revealed that the license for the 173 Agents and 30 State Governments/Public Sector Institutions was approved by the Minister of Communications and Digital Economy, Isa Ali Ibrahim (Pantami) on Wednesday to conduct enrolment of all persons including legal residents into the National Identity Database (NIDB) on behalf of the National Identity Management Commission (NIMC).
The statement explained that the licensed agents were approved after successfully fulfilling all the conditions in an advertised Expression Of Interest (EOI) which was conducted in 2019 as the first step towards the takeoff of the National Digital Identity Ecosystem Project.
It also noted that a breakdown of the successful licenses shows that 16 state governments were licensed including Abia, Akwa Ibom, Gombe, Lagos, Kaduna, Katsina, Kano, Oyo, Ogun, Sokoto and Zamfara states.
Prominent public sector institutions licensed are the Nigerian communication commission (NCC), National Pension Commission, Central Bank of Nigeria (through the Nigeria Inter-Bank Settlement Systems Plc.), National Population Commission, Economic and Financial Crimes Commission (EFCC), Independent National Electoral Commission (INEC), Joint Tax Board and Nigeria Postal Services.
Others are Military Pension Boards, Abuja Enterprise Agency, Corporate Affairs Commission, National Health Insurance scheme, National Agricultural Extension & Research Liaison Services and National Commission for Refugees, Migrants & Internal Displaced Persons.
Among the 173 private sector organisations licensed are the main mobile network operators in Nigeria, MTN, Airtel, Globacom and 9mobile while Etranzact, VDT Communications, and Unified Payment Services were among the successful agents.
Seven NGOs namely Africa Youth Growth Foundation, An Nadaa Educational Foundation, Arrida Relief Foundation, Hadejia Ina Mafila Initiative, Community Based Organisation, Mimido initiative &Development and Murna Foundation were also licensed.
The commission stated that the initiative is to support the government’s effort at tackling insecurity in the country which is also aim at eliminating the bottlenecks involved in the enrolment process and improving the identity authentication of citizens thereby making all identity related transactions safe within and outside the country.
The commission has also ordered the approved agents to commence immediate enrolment of all Nigerians and legal residents.
NIMC’s statement comes a day after the Nigeria Communications Commission (NCC) gave a two-week ultimatum to telecom service providers to block phone numbers without NIN.
The directive sparked an outrage amongst Nigerians who argue that government agencies can retrieve their information on other data platform to update their SIM card registration and also complained about the time period considering the fact that the country is experiencing a second wave of the COVID-19 pandemic.
Though all already registered persons have been advised to retrieve their NIN by dialing *346# on their registered phone number for all the major networks at no cost for the duration of the integration of NIN and SIM.
